Florida Colder Than N.D./Sask., Canada Border Overnight: At 2 a.m. EST Tuesday, the surface temperature was 32 degrees on the NW North Dakota/Saskatchewan, Canada, border and 28 degrees in Jacksonville, Florida… The official low this morning in Minot, N.D. was 31, in Daytona Beach, Florida, 31, and in Jacksonville, 26.
