Is Weather Manipulation Out There? This morning’s guest on Coast To Coast AM with Art Bell, Scott Stevens, says someone is controlling the weather. (I’m having a flashback to the Kate Bush video for “Cloudbusting”). Anyway, Stevens, a TV weatherman for KPVI-TV in eastern Idaho, has his own Web site WeatherWars.info, where he has posted several images and explanations for his “out there” theory.
